Stage 2 / River Park - Neighbourhood Plan Amendment

Updates on the east side of the Southbow Landing Neighbourhood Plan (NP), are proposed to enhance the communities interface with naturalized areas and includes a Regional Park amenity that will ultimately connect across the Bow River to Glenbow Ranch. This application focuses on areas the project team will reference as the Upper, Middle and Lower Benches on the eastern portion of the Plan Area.

Improvements include:

  • Additional pedestrian and cycling connectivity through park spaces and an expanded pathway system, that connect to the Bow River and broader Regional links;

  • Adjusted pathway connections to the school site for improved pedestrian and cycling flows;

  • An integrated residential phase that will connect directly to the Regional Park;

  • Additional amenities proposed within the Regional Park;

  • Minor block adjustments to utilize the natural topography working down towards the river; and

  • Minor formatting, numbering and figure adjustments throughout the document.

Lower Bench

  • The Regional Park proposed will create a valuable amenity for the Town and maintains a strong connection to the natural environment. This proposal directs responsible uses within the park, working to respect nature in the area.

  • The Park will contain parking, playground structures, transit access, viewpoints, and pathway connections.

  • The proposed naturalized stormwater management facility integrates into the natural environment and provides recreational and habitat opportunities.

  • A dynamic pathway network provides access to users of all physical abilities through a centrally located boardwalk in addition to the greater pathway network. This includes a future bridge connection over the Bow River, and connection to Glenbow Ranch Provincial Park.

  • Lower Bench has been redesigned to include a new residential area, including a Residential Low Density District (R-LD) that will contain estate lots.

Upper Bench

  • The regional path connection adjacent to the school has been realigned to consider bus/parent drop off locations as well as the overall connectivity throughout the community.

  • In alignment with the feedback received on previous applications for this community, Parcel C is proposed for Residential Medium Density (R-MD) district from Residential High Density (R-HD) district.

 Regional Pathways

  • The regional pathway network has been adjusted, maintaining connection across Southbow Landing towards the Bow River.

  • Various seating nodes and viewpoints have been added to highlight the community’s proximity to the Bow River.

  • A multi-modal transportation connection has been added to better connect the Middle and Lower Benches as well as the new community of Walker’s Reach.
